  1. Pre-heat the oven to 375
  2. In a pot, bring water to a boil and add your potatoes.
  3. In a pan, add a little olive oil and cook the ground beef until completely cooked, remove and set aside.
  4. In the same pan, add a tablespoon of olive oil and the onions. Cook them down until fragrant and translucent. Then add garlic. Once they have all cooked down, add your carrots, let them cook for 7 minutes or until al dente.
  5. Add spices, salt and pepper. Then slowly mix the flour in. Mix well. Add the beef back.
  6. Add Worcestershire sauce and more flour if needed. Add 8oz of tomato paste and mix well. Then add the corn and peas. Add a little water to make sure the flour and spices mix well.
  7. To finish the mashed potatoes, drain and return to the pot, add 1/4 cup of half and half, butter, and salt. Mix well, then add the parmesan cheese.
  8. In a 9 x 13 baking dish, add 1/2 of the meat mixture, top with 1/2 the mashed potatoes. Add a little extra parmesan cheese to the top.
  9. Bake until the top is slightly golden (roughly 20 minutes).
  10. Garnish with parsley! Serve and enjoy!
